Combine flour, 1/4 cup sugar, baking powder, and salt.

Using pastry blender or 2 knives, cut in 1/3 cup butter until mixture resembles course crumbs.

Stir in chocolate chips.

Add milk; stir until dough holds shape.

On a floured board, knead dough lightly. Roll dough into 12 balls.

Preheat oven to 375°F.

In a microwave safe bowl, melt remaining butter, put a little bit of melted butter in bottom of each muffin cup. Keep some to use later.

In another small bowl, mix remaining sugar and cinnamon, Sprinkle 1/3 over butter in each muffin cup.

Place one dough ball into each cup. Brush with remaining butter & sprinkle the remaining cinnamon/sugar mixture over the dough.

Bake for 30 minutes at 375°.

Let cool for a few minutes, remove from pan, serve and enjoy!
